Veinte años de prácticas de coordinación universitaria. De la Ley de Educación Superior a las medidas adoptadas por los gobiernos de N. Kirchner y C. Fernàndez (Argentina, 1995-2014)

Various significant aspects of the «actually existing» university coordination system are analysed in this essay, starting from the passing of the Ley de Educacion Superior 24.521/95 (LES) in Argentina. Certain regulations and practices involving the Ministry of Education and the Consejo Interuniversitario Nacional, integrated by the presidents of public universities, are taken into consideration. The essay looks into some particular transformations that took place from 2003 onwards, and proposes a specific approach in order to problematize the coordination and government of the university system, sensitive to the transformations of the state apparatus and the modes of governing and intervening in that system.El ensayo presenta algunos ejes para el análisis de las transformaciones del gobierno y la coordinación universitaria «realmente existente» en Argentina a partir de la sanción de la Ley de Educación Superior 24.521/95, en particular, regulaciones y prácticas que involucran al Ministerio de Educación y al Consejo Interuniversitario Nacional, integrado por los rectores de las universidades públicas. Se describen algunas de sus transformaciones desde 2003 en adelante, para avanzar en la problematización de la cuestión de la coordinación como parte de las transformaciones del aparato y la acción estatal, de las formas de gobernar y de intervenir en el sistema universitario.
