Una mirada polítologica desde los estudios socioculturales del deporte a la política pública del deporte en Bogotá 2009-2019

ESPAÑOLLa presente investigación examina la relación entre la política y el deporte. Debido a esto, pretende teórica y empíricamente, reconstruir y exponer el proceso normativo, institucional e histórico, que se presentó en los diversos ámbitos (local, nacional e internacional) hasta llegar a la formulación de la primera política pública de deporte para Bogotá. Al mismo tiempo, se espera resaltar la importancia de esta herramienta, como un avance dentro de la relación deporte-política desde una visión sociocultural del deporte, la cual apunta a la inclusión y a la configuración de unas mejores condiciones de vida.Primero, se expone el marco teórico y los fundamentos académicos en los cuáles se inscribe el trabajo, que no son otros que los estudios socioculturales del deporte.Más adelante, presenta una contextualización del desarrollo del deporte en materia de institucionalización, reglamentación, legislación y aplicación a nivel mundial.En tercer lugar, se describe brevemente el documento definitivo de la primera política pública de deporte para Bogotá, y el proceso que se llevó a cabo en su formulación.Posteriormente, se realiza un análisis de lo presentado a lo largo del documento, dentro del cual se desarrolla la pregunta de investigación, se examina la pertinencia de la hipótesis presentada y se valoran, desde una visión politológica, los resultados. Se cierra el capítulo, resaltando la importancia para Bogotá de la formulación de la primera política pública de deporte para la ciudad.Finalmente, se expone una serie de conclusiones y recomendaciones que refleja el resultado de todo lo anteriormente expuesto.Vale la pena anotar que, si bien el estudio trabaja en torno a una política pública específica, el abordaje no es el propio de las políticas públicas. Se trata, más bien, de precisar el entorno más amplio y complejo en que esta se diseña, formula e implementa.ENGLISHThis research examines the relationship between politics and sport. Because of this,theoretically and empirically seeks to reconstruct and explain the policy, normative, institutional and historical process, which was presented in the various fields (local, national and international) to the formulation of the first sport public policy for Bogotá. At the same time, it is expected to highlight the importance of this tool as a breakthrough in the sport-policy relationship, from a socio-cultural vision of sport, which points to the inclusion and configuration of better living conditions.First, it exposes the theoretical framework and academic foundations on which the work belongs, which are none other than the socio-cultural studies of sport.Later, presents a background of the development of sport in terms of institutionalization, regulation, legislation and implementation worldwide.Third, it describes the final document of the first public policy for sport Bogotá, and the process that took place in its formulation is briefly described.Subsequently, we performed an analysis of the presented throughout the document, within which the research question is developed, the relevance of the hypothesis presented is examined, and valued from a political science view, the results. Chapter closes, highlighting the importance of the formulation to Bogota 's first public sports policy for the city.Finally, exposed a series of conclusions and recommendations reflecting the result of all the above.It is worth noting that while the study works around a specific public policy, the approach is not the proper public policy. It is, rather, to point the wider and more complex in this environment is designed, formulated, and implements.
