TESIS EVALUACIÓN DE POLÍTICAS PÚBLICAS AMBIENTALES: CASO DE ESTUDIO LA EMISIÓN DE GASES EFECTO INVERNADERO PROCEDENTES DE RESIDUOS SÓLIDOS URBANOS EN EL MUNICIPIO DE ZAPOPAN, JALISCO

The present research designs and evaluates Environmental Public Policies prospectively, through the Strategic Environmental Assessment (EAE) and the Logical Framework Methodology (MML). We try to propose effective environmental public policies since the municipal level and we evaluate the acceptance degree of the stakeholders. This is a preventive exercise of proposed environmental policies. Particularly the research developed as a case study, the emission of greenhouse gases (GHG), from Municipal Solid Waste (MSW) in the municipality of Zapopan, Jalisco, Mexico.Our country has a regulatory framework which includes Environmental Public Policies to reduce GHG emissions from MSW. However, it is estimated that are not being effective in achieving its purpose.The proposal required analysis of the regulatory framework to extract public policies related to the problem. These environmental public policies are what should be done.With these environmental public policies extracted from the regulatory framework, the EAE is carried out from the context of the municipality of Zapopan; obtaining policies that can potentially solve an environmental problem.  These proposed policies are compound by the following elements: strategic issues, evaluation criteria, indicators and strategic options aligned with guidelines or components. In other words, the proposed policies are obtained from the EAE.However, we do not know how these proposed policies would be received by the relevant actors. Therefore, from the guidelines or components of the EAE we performed the MML in order to obtain key indicators and questionnaires to survey relevant actors. State and municipal authorities, 20 neighborhood associations in Zapopan and five industrial parks were surveyed to identify potential failures that we could find in the implementation of the proposed policies. That is, we identified the potential restraining forces that we could have in the implementation.With the proposed policies identified in the EAE and the restraining forces identified in the MML, we were able to propose environmental public policies that effectively impact the emission of greenhouse gases (GHG), from waste urban solid (RSU) in the municipality of Zapopan, Jalisco, Mexico .Finally we conclude with an analysis of 4 different scenarios of what might happen in the future with the proposal. The analysis sensitizes the sense of urgency in the planning and implementation of environmental public policies such as the presented ones.Furthermore, based on the experience gained in the development of this research, we present a model for predictive analysis of environmental public policies, in order to establish and assess them. The model can facilitate the analysis for policy makers.
