Former Soviet countries that weren't able to join the European Union, yet and be part of the custom union, matter to the EEAS. Between them countries, Moldova, Ukraine, Belarus, Georgia, Azerbaijan, Armenia take part of. This is enormously important for the external relationships of the European Unios as well as for the countries that joined the Eeropean Partnership initiative. This was a policy initiated in 2009 for Eastern European countries to give them ' a second chance to integration, being it economic political or cultural. All the European values:democracy, the rule of law, respect for human rights and fundamental freedoms are shared by these countries.All these work towards a greater shared economic world, economic and human development, and also good governance.
Moldova and Foreign Relation (EEAS policy)
EU and Moldova relationship under the European Neighbourhood Policy and Eastern Partnership has risen in the last few years, since Moldova tries to be a member of the European Union. Since its independence, in 1991, Moldova is experiencing political and economic difficulties in its governance. As it was very communist indoctrinated, the country itself was split and language is still a very significant fact to prove it. The split ideologies and politically centred parties show how hard it is for Moldova to develop and become part a truly European community. Despite all the conflict and the civil war that followed the break-away of the region of Transdnistria, a Russian-speaking population, Moldova has seen a more prosperous period when in 2002-2003, the EU has become a 'direct neighbour ' after announcing the eastward enlargement and 'also in 2009, since the Eastern Partnership framework' ( Bosse, 2010). The external governance of Moldova, however in these years was weak and partially ineffective. Although the EEAS has participated a lot into reforming the country's policy and try to resolve the civil conflict of the split region, the communist centered government that dominated most of the parliamentary seats in that period in time, was more or less against this policy. Even though it would mean a brighter future for the country, a more stable government with a Western orientated economic policies and EU projects, it held the view of Russia being the best hegemonic leader of the world. The EU cooperation and external governance implies a 'system of rules which exceeds the voluntarism implicit in the term cooperation' (Lavenex, 2004). We wonder if the partnership would work?! Well, in Eastern countries, just like in Moldova we would like to have an 'EU transfer rule' type of governance that would be hierarchical in nature, so that it would manage and control its European External Services in a potential way that would benefit the neighbouring EU countries. As policy makers progress they would certainly need to create a hierarchical structure, but also implement horizontal measures at the domestic level. These institutional setting would therefore have a significant impact on the effectiveness of the EU Partnership Policy and Neghbouring Policy. This, in a way, explains why the EU hasn't had a huge impact at a domestic level, because all these changes, funds, experts and aid has been hidden behind a black curtain, away from the citizens. Communication and interest levels were very low so that the country would have been really benefiting from these policies.
