English:As of April-July/2016, the author served as honorary distance adviser for an informal group that worked in the boundaries of public bureucracies.  The group self defined its mission:  give the necessary impulse to the creation and future successful operation, undertaken by the highest decision level of a new to-be local government, of a coordination mechanism among high hierarchy of univeristies and teacher, technical and politechnical colleges, aimed at a new individual and collective extensionism.  Involved is a new entity of collaboration, mutual help and solidarity among Rector, that would allow rescuing local installed production capacity and, therefore, that would also be a means for organizational salvatage of participant individual HE.  The document presents results of these 3.5 months of participative research, mainly in narrative form but also as a set of strategic elements (thinking in its future use for groups with similar tasks).  Content is structured around an ad hoc periodization of the process.  For the particular case, it covers participation of this self-managed task force in the campaign of a governor candidate of the state of Quintana Roo, includes victory at elections and  ends the day that the liaison group of the elected governor gives assurances that the new  governor's office wlill apply the formulated strategy as soon as it assumes office in late september  2016.  I characterize the general aspects of impulse and support during gestation, birth, formalization and launching of a government entity of agreement between local university CEOs for collective doing of this new university extensionism.  Recommendations and theoretical for-action are inferred from punctual activity that took place covering April to July 2016, by  a group of volunteers that promoted this “public” concert of rectors and directors of HE, during the political campaign and interval prior to taking office of the 2016-2022 governor of the Sovereing and Free State of Quintana Roo, of the United Mexican States.  Tasks at the inner level of individual higher education institutusions, have been previously published by the author and are included in her doctoral dissertation work.
