Luces y sombras de la transformación militar aliada - Lights and Shadows of NATO\'s Military Transformation

RESUMEN: El artículo analiza el proceso de Transformación militar de la Alianza Atlántica desde su comienzo formal en 2002 hasta la actualidad. Diez años después de plantearse esta iniciativa, la transformación parece hallarse en una encrucijada de difícil solución: este proceso ha perdido los principios que lo fundamentaron; no ha servido para acercar las irreconciliables culturas estratégicas o reducir la creciente brecha de capacidades militares entre ambas orillas del Atlántico; se ha demostrado inútil para resolver los problemas operativos motivados por la participación militar aliada en Afganistán; y el nuevo Concepto Estratégico tampoco ofrece una guía política clara que oriente este proceso para los próximos años. ABSTRACT: The article is aimed at analyzing the Allied military transformation from its beginnings in 2002 to the current day. Ten years after the launch of this ambitious initiative, the Allied military transformation is at a difficult crossroads: the process has lost its original guiding principles; it has not helped to bridge the gap between the divergent strategic cultures or to reduce the rising capability gap between both shores of the Atlantic; is has demonstrated its inability to respond to the operational challenges caused by the Allied campaign in Afghanistan; and the 2010 Strategic Concept does not provide a clear political guide to lead this process for the forthcoming years.
