Los actores subnacionales en la nueva fase del proceso de globalización

RESUMEN: El sistema internacional emergente en el siglo XXI está marcado por una nueva fase del proceso de globalización en la que, en gran medida, gracias a las tecnologías de la información y la comunicación se ha dinamizado el papel y la actividad de diversos actores, tanto fuera como dentro de los Estados. Estos últimos siguen siendo el principal referente en la configuración del sistema internacional. No obstante, el actual orden internacional ya no responde exclusivamente al paradigma estatocéntrico de corte westfaliano que primó hasta fines del siglo XX. En este nuevo escenario, el papel de los actores subnacionales es cada vez más activo, lo cual abre una ventana de oportunidades para que las naciones en desarrollo mejoren su inserción competitiva y cooperativa a nivel regional y global. ABSTRACT: The emerging international system in the twenty-first century is characterised by a new phase of globalization in which, largely due to the explosion of information and communication technologies, the role and activity of a variety of actors –outside and within states– has been significantly strengthened. While the states remain as the main actors of the world system, the current configuration of the international order no longer responds to the Westphalian state-centric paradigm that shaped international relations until the end of the twentieth century. In this new scenario, the role of subnational actors is increasingly active, which opens a window of opportunity for developing nations to improve their competitive and cooperative insertion in the international system at both regional and global levels.
