LA RESPUESTA EXTREMEÑA A LA POLÍTICA FISCAL DE FELIPE II. EL PRIMER SERVICIO DE MILLONES (1590)

ACTAS XI JORNADAS DE HISTORIA EN LLERENA, 2011RESUMEN: En 1590 aprobaba el Reino en Cortes un servicio llamado a ser el más cuantioso, el más cuestionado y el que más tiempo sobrevivió al Antiguo Régimen, pues se mantuvo hasta 1845: los millones, un conjunto de sisas sobre productos de gran consumo. Sin embargo, la primera concesión, de ocho millones de ducados, tenía un carácter temporal (se aplicaría a una hipotética reedición de la Armada Invencible) y los pueblos disfrutarían de libertad para elegir los medios con los que afrontar la paga de su cupo. Además, se trataba de una imposición que se pretendía universal, sin exenciones sociales ni territoriales. Este trabajo se centra en el análisis de los medios propuestos por las poblaciones extremeñas, que fueron el resultado de los debates -y las consiguientes tensiones- sobre los recursos y los grupos sociales llamados a soportar el grueso de la nueva carga fiscal.ABSTRACT: In 1590, the Cortes of Castile passed a tax which became the most considerable, the most questioned and the one which even survived to the Old Regime, since it remained until 1845: the millions, a group of taxes upon products of everyday consumption. However, the first concession, of eight million ducats, had a temporary character (it would be related to a hypothetical re-edition of the Invincible Armada) and the towns and villages would be free to choose the way they would pay their quotas. In addition, it was a universal imposition, without social or territorial exemptions. The present study focuses upon the analysis of the different methods proposed by the towns in Extremadura, which were but the result of the debates - and its consequent tensions - about the resources, and the social groups that were summoned to bear the bulk of the new fiscal burden.
