In the most part of western European countries a new phenomenon, known as “new poverty, appears from 1970. According to Robert Castel this phenomenon indicates the weakening of what we can call a wage-earning society and the keynesien-fordist social pact underlying it. New poverty is the result of the weakening of the full employment situation, stability of the employment as well as the rights linked to the employment. In response to these changes Income Support policies emerge. In the catalan case the Income Support policy will be focused on improving poors’ professional and social skills through insertion processes defined by local actors – municipalities etc-. In this paper we deal with the reasons that let us to understand, in the catalan case, why individual and local actions were chosen to respond to economic and social structural changes.
