La reforma a la seguridad social en salud en Colombia ¿AVANCES REALES?

Summary This article deals with the analysis of the draft reform law (project 052) for the health social security system contrasting it with the problems already detected in the operation of the system in particular in the fields of Public Health, stewardship and insurance coverage and access. The authors find an important contrast between the notable increase in public expenditures in health and insurance coverage and the negative balance in Public Health outcomes. It worries that the reform proposal does not answer these problems. Although the authors do not question the insurance model they do question the way the Colombian model has privileged economic outcomes. They consider that solutions need to be found in coming debates to such problematic aspects as insurance coverage, Public Health and the capacity of government to reach them while maintaining the system's health objective.
