This article has the main objective of analyzing the development of Mexico’s emigration policy that includes the effort to encourage the temporary employment of its citizens in other countries. To this end, the article examines the participation of the Mexican State in the Bracero Program (1942-1964), the obtainment of H-2A and H-2B visas from the United States, the Seasonal Agricultural Workers Program in Canada, and the activities carried out by the Administration of President Fox (2000-2006). To what degree is the Mexican State pressured to promote temporary employment for its citizens in other countries, considering that the social structures to make undocumented migration possible are in place and have been built over a century-old migration history?
