LA CONTRIBUCIÓN DEL PROGRAMA DE NACIONES UNIDAS AL DESARROLLO DE CAPACIDADES NACIONALES EN EL SALVADOR.

This research aims to reflect on the contribution of the United Nations Development Programme (UNDP) on the development of national capacities in El Salvador. In this line, a review of the thinking and implementation of policies that address capacity development is presented. Changes of these issues are discussed at the organizational and individual level, from the execution of six programs and three projects implemented by UNDP and public institutions of the Government of El Salvador, among 2009 to 2015. The analysis is focused on the design an analytical framework, which was built from the contributions of capacity development model United Nations Programme (UNDP) and the capability approach of Amartya Sen. In this sense, this study uses a qualitative research methodology, which includes a set of techniques for document analysis, semi-structured interviews, focus groups and participant observation. Fieldwork was conducted during the months of August to December 2015 in El Salvador.The research results show that the contribution of UNDP aims to strengthen the functional and technical capacities at organizational and individual levels of public institutions. This is done through a series of products and services, mainly focused on improvements in knowledge and leadership. The commitment of UNDP is oriented to the institutions of the State generate changes to improve the welfare of people, which is achieved through the fulfillment of its mission and the transformation of "social conversion factors" aligned human rights the gender and sustainability. Another aspect is the contribution of UNDP to promote changes in the discursive level of government institutions. In this regard, members of the institutions show a paradigm shift in the concept of development and a broader view, regarding the dimensions that affect the welfare of people. Given the above, a good example is the adoption of the new multidimensional poverty approach and methodology for measurement. A third element shows that UNDP has helped to create conditions to enhance the agency, the involvement of people and their ability to achieve the goals they consider important.Finally, while there is consensus that capacity development is the essence of his mission in practice it has not been operationalized the institutional model in the discourse of UNDP. The consistency of this aspect could bring many improvements in the organization of the project and programs in the stages of design, implementation and evaluation, which are currently measured in terms of the classical criteria. In this context, it is recommended that UNDP El Salvador establishes guidelines for capacity development, in response to surrounding conditions and characteristics of the population.
