La Ayuda Oficial al Desarrollo española en Guinea Ecuatorial: un análisis crítico

Resumen Este trabajo analiza la evolución de la Ayuda Oficial al Desarrollo (AOD) otorgada de manera bilateral por parte de España a Guinea Ecuatorial en los últimos años. Pretendemos que el análisis de su dinámica en términos absolutos y relativos así como la determinación de los sectores de inversión más beneficiados por las ayudas, nos den las claves para tratar de conocer si están inci-diendo en los principales problemas que padece la población guineana. Justifica nuestro interés la constancia, que se deriva de las fuentes oficiales disponibles más fidedignas, de que la sociedad guineana está muy afectada por la pobreza y ve sistemáticamente violados sus derechos funda-mentales año tras año. Para tratar de conseguir ese objetivo consideramos que es imprescindible relacionar las orientaciones de los planes directores de Cooperación Española con la AOD. De esta manera pretendemos comprobar nuestra hipótesis de que la AOD española no tiene como objetivos prioritarios satisfacer las necesidades inmediatas de los sectores más pobres de la pobla-ción ni promover un estado democrático y menos corrupto en Guinea Ecuatorial. Abstract Spanish Official Development Assistance in Equatorial Guinea: a critical analysis This paper analyzes the evolution of Official Development Assistance (ODA) given bilaterally by Spain to Equatorial Guinea in recent years. We intend that the analysis of their dynamics in absolute and relative terms, and the determination of the investment sectors that benefited most from the aid give us the key information to try to know whether they are influencing the main problems faced by the Guinean population. Our interest is justified by the evidence, derived from the most reliable official sources available, that the Guinean society is greatly affected by poverty and that their fundamental rights are systematically violated year after year. In furtherance of this objective, we consider that it is essential to relate the guidance of master plans of Spanish Cooperation with ODA. In this way we intend to test our hypothesis that the Spanish ODA does not have as priorities neither to meet the immediate needs of the poorest sectors of the population nor to promote a democratic and less corrupt state in Equatorial Guinea.
