España y el futuro constitucional de la UE

The new Treaty of Lisbon does not close, most likely, the constitutional process in the EU. Even though the date for the re-launching of the process cannot be advanced, from a Spanish point of view it is necessary to elaborate a medium and long-term constitutional strategy. This should be based on a sustained constitutional discourse that inspires both the approach to the EU and the specific proposals on its  constitutional structure, such as the suppression of unanimity and the recourse to the several forms of flexibility. Being this a medium and long-term horizon, some more specific policies are recommended for the Spanish authorities to pursue.
