Equidad versus inclusión: de los límites históricos del Estado liberal

The discourses and public policies that deal with minority languages underwent a trascendental change with the emergence of modern liberal/central states. The understanding of these sociopolitical and ideological processes should shed light on the nature and history of signing deaf communities (Deaf communities) and, by the same token, on the relative failure of bilingual education policies and revitalization policies addressed at marginalized linguistic communities.
