This paper aims to present the reader a state of knowledge about the concept of competitiveness, and how it has been increasinglyassociated to innovation, knowledge and technological development; concepts that are reviewed in this article under the light of anempirical research. It also analyzes the legal context of innovation in Mexico and the concrete actions that have been made in favor ofinnovation and knowledge in this Country.
