Climate change is one of the great challenges that modern societies have to face. Transport is a key economic sector, supporting development and growth. At the same time, the transport sector is a significant contributor to GHS emissions, generating 23% of global CO2. The situation is aggravated when we take into consideration that by 2050 is estimated that the 70% of the world population will live in cities, and are precisely the ones who generate 80% of greenhouse gases and account for over 85% of economic wealth in terms of GDP. In this context of urban growth; social mobility should be subject to comprehensive plans and programs to face the problem.-The Metropolitan Region of Buenos Aires, one of the largest urban areas of Latin Latina is subject to multiple jurisdictions and different regulations. The development of public policies to address the pressing issue of sustainable transport can perfectly be part of the recently created Metropolitan Transportation Authority whose orbit committed to the Nation, CABA and the Province of Buenos Aires. Besides, the constitutional reform of 1994 incorporated the Article 124 which promotes economic and social regions. This regulatory framework can serve to articulate agreements between jurisdictions which will allow the implementation of transport programs within the regions. Hence there is a fruitful task in the rational use of transport modes to avoid overlapping; in promoting alternative means of mobility and in the design of a multimodal network.
