Some years ago, 1996, the Delors Report stated the changes that the modern societyrequires, based on a type of education conducting people to produce the adjustments that are neededto live in a community that is under a constant modification, and at an unexpected speed. Thosefour pillars are complemented by means of the development of competencies in the management ofInformation and Communication Technologies (ICT). In order to educate this new citizen, as wellas in the country as in the world, it is an indispensable requisite that teachers-to-be have apreparation in accordance to the situation. They will have to socialize changes, and be the ones incharge of developing the competences required by the XXI Century technological progress. It is forthis reason that, as dissertation, the Design, development and evaluation of a tutorial for themanaging of some Web 2.0 tools at the Faculty of Education, University of Carabobo is proposed.Some tools that are part of this new way of learning: Chat and messaging, tags, images, podcast,syndication, Weblog and Wiki are the ones included in the tutorial. Once it was designed andproduced, the Web 2.0 Educational Tutorial was applied to in-training teachers who were at the 8thsemester of the Degree in Education, Minor in English. These students had to complete theinstrument to determine their attitudes towards Web 2.0 tools (Llorente 2008), before and after thetutorial application, the development of competences was also measured, as well as their UserExperience after working with the tutorial. In general, results showed that students developed theexpected competences, and that that their acceptance of the tutorial was really good.Keywords: Tutorial, Web 2.0, Competences, Evaluation.
