Construir en los suburbios: los conflictos entre los trabajadores y el poder público municipal. Río de Janeiro, inicios del siglo XX, por CRISTIANE REGINA MIYASAKA

Resumen: Al inicio del siglo XX, muchos habitantes de los suburbios de Río de Janeiro fueron multados por infrac-ciones relacionadas con la construcción o reparación de sus viviendas. El propósito de este artículo es presentar los enfrentamientos producto de la aplicación de la legislación vinculada con las construcciones, así como las estrategias de los trabajadores frente a esta situación. A partir del análisis de los argumentos utilizados para convencer al alcalde de condonarles las deudas, estudiamos cómo los " infractores " creían en la posibilidad de negociar con el municipio e incidir sobre los usos del espacio suburbano. Abstract: Several inhabitants of the suburban area of Rio de Janeiro were fined due to infraction of construction in the begining of the 20th century. This paper aims to present the conflicts related to the law enforcement of construction, as well as the strategies of the suburban workers to face this situation. Based on the reading of appeals sent to the mayor contesting fines, it is possible to conclude that " offenders " believed that they were able to contest the authority of the city. In such dispute, they also intended to decide about the uses of the land in the suburban area.
