Since beginning of the present century, the number of worker construction unions at Peru had increase as much as the number of public infrastructure and private housing projects. This conditions had rised a wave of criminal extortion to the construction companies as also violent clashes between unions. Peruvian state, although the structural limitations, has responded this problem. This paper mainly describes the work conducted by a police agency that was created for fighting construction "mafias". This response was promoted by construction industry entrepreneurs. The 'State-in-Societyápproach can help us to understand the alliances between economic elites and state officials who, despite of claiming monopoly of the violence, use practices that blurring the line between the public and the private espheras.
