Dr. Federico Wulff is European PhD Architect (2011), Senior Lecturer of Architecture Design, ETSAG- University of Granada (Spain, 2004) and Marie Curie IEF Postdoctoral Senior Researcher (EU FP7-People Program) at Welsh School of Architecture – Cardiff University (UK), EMUVE Research Project (2013- Feb.2015). Rome Prize in Architecture at the Royal Academy of Spain (2007-2008). Visiting Teacher at the Architectural Association (AA), London (2012). Among his applied research on urban voids reactivation, the most remarkable are Eras and Forum public spaces, both selected at VI European Landscape Biennial 2010 (Spain) and Sao Paolo Architecture Biennale 2013 (Brazil), and the international prize in the Competition of urban recovery of Santiago de Chile Government Area (2013). His Marie Curie Fellowship, funded with 221.606 Euros and a length of two years, allowed him to develop intensively his research field on urban voids post crisis reactivation strategies. Drastic transformations along the Euro-Mediterranean coastline due to the economic collapse have produced a new scenario where abandoned landscapes of undeveloped areas and half-built constructions are the norm. These future ruins1 could be intended as a new kind of contemporary heritage to be recycled. Despite social demands, any previous comprehensive recovery proposals have been developed for these urban voids. Our research has filled this gap through recycling intervention systems that include economic reactivation strategies and collaborative urbanism procedures, informed by Federico Wulff postdoctoral and professional research background on urban regeneration projects and territorial governance models in similar European contexts. The outcomes of this research are: 1) Definition of the resilience potentialities of these abandoned areas as turning points for the adequate selection of reactivation, reintegration into nature or selective demolition procedures. 2) European Good Practices in Urban Post Crisis Recovery, addressed to urban planning offices and decision makers. 3) Promote collaboration between administrations, citizenship and private sector for the development of innovative productive models, overcoming current dependence on real estate market. 1. Memoria Trayectoria Investigadora del Candidato The professional activity of Dr. Federico Wulff, which started in 1998 after a post graduate in MSc in Architecture at the ETSAM-Polytechnic University of Madrid, was mainly oriented in researching and teaching in different Universities throughout Europe and Morocco, as well as developing an intense activity of practicing architect as an essential part of his architectural research. At the beginning of his professional career, he worked as a predoctoral research assistant at the School of Architecture of Polytechnic University of Madrid (1998). His first applied research on activation of urban abandoned spaces was the Recycling of the former Coach Station of Madrid into Arganzuela District Civic Center st (25.000m2 and 8M € Budjet), 1 prize Competition of Madrid City Council. Later he was Lecturer of Landscape Architecture Design (2004-2007) and Senior Lecturer of Landscape Architecture Design and Jury Member of Final Master Degree Projects (2008-2013) at the University of Granada (UGR). He worked as an Independent researcher carrying out his Doctorate research project on Innovation in Architectural techniques (2005-2010) at the School of Architecture (ETSAM) of Polytechnic University of Madrid (Spain) and Roma Tre University (Italy), which was completed with his European PhD in January 2011. His PhD International Committee, composed by European Professors from Italy (Roma Tre Univ.), France (Paris-Belleville Univ.) and Spain (CSIC and ETSAM), granted him with Summa Cum Laude. The University of Granada awarded him with a 2006 Predoctoral Research Grant for a research stay in Morocco, where he could develop a research on urban organic development of Historic Medinas of Marrakech, Fez and Rabat, with the support of the Ministry of Culture of Morocco. He was awarded with Rome Prize in Architecture at the Royal Spanish Academy in Rome in 2007/2008, for the quality of his professional curriculum and his architectural and urban research. This award allowed him to develop a one-year research stay in Rome (Italy), working at the American Academy of Rome with Prof.Peter Zumthor, Roma Tre University with Prof.Paolo Marconi, and L’École Française de Rome. In 2011, he was Evaluator on Arquimedes Doctoral National Program, Ministry of Education of Spain. In May 2012, he was Visiting Teacher at the Architectural Association (AA) of London, with Prof.Hugo Hinsley, Director of AA Urban Department, where he gave a lecture about transversal connections in his research through theoretical exploration, architecture practice and teaching activities. Dr.Wulff research career was developed within the following three fields of study: 1. Innovation processes in Architecture. From 2004 to 2010. 2. Urban Landscape Recovery for economic activation of Developing Countries. From 2007 to 2011. 3. Landscape Intervention in Urban Voids as instruments for city and territory reactivation: Urban Voids; City/entropic landscape limits/ Borders in Public Spaces (social exclusion); Post-industrial voids; Post-Crisis Landscapes. From 2005 to 2014 (Present). His Research projects are defined by a cross-disciplinary approach, linking Architecture and Landscape Urbanism with Human Geography, History and Heritage, Urban Sociology, Engineering, and Environmental Sciences. Research Projects. In March 2013, Dr. Federico Wulff was awarded with Marie Curie Intra European Fellowship (IEF), European Union FP7-People Research Program, with a research funding of 221.606 Euros and a length of 24 months, as Principal Investigator (PI) of the project EMUVE (Euro Mediterranean Urban Voids Ecology). The research focus on post crisis reactivation strategies of urban voids and half-built buildings, produced by the economic crash of real estate speculative developments, with comparative cases in Spain, France, Italy and Croatia. pág. 2

His Marie Curie Fellowship is currently based at the Welsh School of Architecture (WSA), Cardiff University, UK, 2nd Ranked school of architecture in the UK, and is also developed at the ETSAB, Polytechnic University of Catalonia (Spain) and at the School of Architecture of Roma Tre University (Italy). Several publications are expected as the result of this project, which will conclude with a publication on European Good Practices in Urban Post Crisis Recovery. He has been the Coordinator of landscape and heritage architecture research of 5 Research Projects about Iberic Jesuit settlements in Ethiopia, with Prof. Victor Fernandez of UCM, UGR and Ministry of Culture of Ethiopia, funded by Spanish Agency of Cooperation and Development (AECID) (2008: 30.000€ / 2010: 37.780€) and by Spanish Historic Heritage Institute (IPHE), Ministry of Culture of Spain (2008: 12.000€ / 2009: 30.000€ / 2010: 23.000€). He has also coordinated the research about urban landscape transformation and its social impact in Moroccan and Andalusian Historic Cities, with LAAC-CSIC (2008: 22.748€) and UGR- Erasmus University (Netherland) (2013: 94.000 €), both funded by Ministry of Economy and Competitiveness of Spain. Finally, he th conducted a Historical and Heritage Research about Oratorio del Partal mosque (XIV C.), Alhambra (Granada, Spain). Funded by Cultural Department of Andalucía Regional Government (2009: 4.612 €). This research was subsequently applied in The Restoration project of The Oratorio del Partal, authored by Federico Wulff, currently in progress. The Heritage Consultant of this work is Prof. Enrique Nuere, Member of the Royal Academy of Fine Arts. He is a Member of two European Research Groups, in the UK and in Spain: - Architecture History and Theory Group (AHTG), Welsh School of Architecture, Cardiff, (UK). - Laboratory of Archaeology and Architecture of the City. HUM 104. CSIC (Spain). Dr.Federico Wulff is also Jury Member of Doctoral Thesis at the School of Architecture of Barcelona (ETSAB), UPC. Practising Research. Dr.Wulff is reaching to the strong conviction that to achieve real progress in the field of activation of urban voids and cultural Landscape Interventions he must master equally well the theoretical and the experimental practice. His research line is also explored with students in international workshops (Morocco, Italy, UK), as think tanks where new experimental methodologies have been developed and implemented towards the development of real projects. His practicing research in Urban Voids Landscape Reactivations is the result of a technology transfer process from the developed theoretical strategies. In turn, applied research is the experimental test-bed which informs the research outcomes. Amongst them, the most remarkable are: - Forum Public Space (described below as one of the main 5 research outcomes). st - Eras Public Space, 1 prize competition, selected and exhibited at the VI European Landscape Biennale 2010, Barcelona. Artificial nature arises and reconnects the pre-existing obsolete urban void with the city urban fabric, through movement and activities of the residents. 605.554 €. - Landscape intervention around the Caves of Hercules, Tangiers (Morocco), 1st prize in International Competition promoted by EU (INTERREG Program). A recovery intervention which enters into resonance with natural and human erosion processes that defined this territory over time, through a natural purifier network of the wastewater that polluted the area. 1.347.700 € Relevance and Recognition of Dr.Federico Wulff Research. His urban landscape research has been awarded with st prestigious fellowships as EU Marie Curie IEF and Rome Prize, nine 1 prizes and an Honorific Mention in national and International architectural competitions. His research outcomes have been extensively published in 24 International Journal articles, 10 Chapters of books and a number of Conference papers, as well as disseminated through 20 lectures and 12 national and international exhibitions.

Among them, the five main outstanding research outcomes related with his present research field are: Contributions and Presentations in International Conferences: 1. Euro Mediterranean Urban Voids Ecology (EMUVE), in Conference Proceedings. ISBN 978 2 930301 60 0 EMUVE (Euro Mediterranean Urban Voids Ecology) teaching project intends to educate future architects in environmental design through the search of innovative reactivation strategies for the excess of real estate developments and urban voids produced by economic crisis along the Euro-Mediterranean coastline. This training can be the basis for the development of future landscape recovery projects for the Mediterranean over the next 20 years. 2. ECLAS International Conference 2013, European Council of Landscape Architecture Schools (Peer Reviewed), Hamburg, 22-25 Sept 2013. Urban Asymmetries and Informality at the Spanish-Moroccan Borderland, in Conference Proceedings. Two opposite trends in contemporary urban development at the Mediterranean context have become apparent: on one hand, the urban voids produced by shrinking cities of the Euro Mediterranean coastline of economic crisis territories and on the other, the informal growing processes of Afro Mediterranean cities. Both processes have led to an innovative understanding of cities and urban transformations. The processes of growth and shrinkage represent successive layers in the history of Euro and Afro Mediterranean Cities, which could offer interesting keys to be analysed as a base infrastructure for future interventions. Dr. Federico Wulff career was defined by an intense transnational academic and professional mobility, as demonstrated by his previous experience on International (Morocco and Ethiopia) and European research programmes (Rome, London, Cardiff). EU Marie Curie Fellowship was strategic for launching the career of Dr.Federico Wulff as an independent scientist and for being recognized as Senior Researcher at European level. The leadership, organizational skills and perseverance capacities of Dr.Wulff have been essential in the development of his research career. As an example of this are the direction of International seminars, as The Urban Intervention Proposals for the Medina of Tetouan (Morocco, 2012), Italo-Spanish meetings on Contemporary Architecture and Heritage, held at the Alhambra (Spain, 2009), and the Seminar Post Crisis Urban Recovery for the Euro Mediterranean Coastline, that will be held at the Royal Academy of Spain in autumn 2014. The preparation and coordination of Marie Curie EMUVE Fieldworks, developed in different euro-mediterranean cities and in the UK, with the collaboration of local Universities, Urban departments, Research Groups and public institutions, allowed him to establish and coordinate a European Research network on post-crisis landscape recovery strategies, which could apply for a European Project within the framework of European Union Horizon 2020 Program.

Linea de investigación principal que ha desarrollado Euro Mediterranean Urban Voids Ecology (EMUVE) The latest research carried out by Dr.Wulff in his professional practice and at Cardiff University (UK), Polytechnic University of Barcelona, Roma Tre University (Italy) and University of Granada is focused on the concept of void intervention as a strategy for landscape recovery and economic and social reactivation of Euro-Mediterranean coastline. Keywords: Urban Void; Landscape Recovery; Environment; Ecology; Sustainability; Recycling; Heritage; Resilience; Sustainable Development; Natural Resources; Collaborative Urbanism; Social Participation. Research Context. The exponential real estate growth of the last 50 years followed by recent contraction dynamics due to the collapse of real estate market have nurtured the expansion of urban voids along the Euro Mediterranean coastline. These voids are not only understood as undeveloped areas, but also as the thousands 2 of square meters that remained half-built, as contemporary heritage future ruins that are waiting for an economic recovery that today seems more than uncertain. 2009 Auken Report on The impact of extensive urbanization in the individual rights of European citizens, the environment and the implementation of EU policies on urban planning, presented at the European Parliament, focuses entirely on the recent problems of real estate excess development at the Mediterranean coast. Its conclusions are contained in the European Union Directive for Integrated Coastal Zone. The points Ai, 9 and 17 of the report refer explicitly to the future destiny of unfinished houses due to the crisis. The Euro-Mediterranean coastline, the main touristic destination of Europe in the last 60 years, is becoming a degraded landscape. The strong pressures received in the last years by previous human occupation model are compromising seriously many of the coastal ecosystem services that are essential for human welfare and economic development for the long term. Following a report from 20073, at the northern area of Almeria, 400.000 dwellings were planned to be built, with an expected population growth of 4000%, from the current 80.000 to 1.5 million people. A year later, this process was abandoned. A future decline for the current model of Spanish tourism industry is expected4, pointing out that this is the end of a development cycle based on unlimited housing growth and bio-capacity overflow of natural resources. Euro‐Mediterranean Urban Voids Ecology (EMUVE) The Mediterranean coastline is facing a global change, which goes beyond the current situation of economic crisis to become a change of scenario and values that will determine its future for the decades to come. Intense social demands have called for alternative productive systems in these abandoned landscapes. However, after several years of paralysis, no comprehensive proposals for real recovery or alternative uses have been developed. Dr. Federico Wulff current research field filled this gap through the development of recycling intervention systems that include environmental reactivation instruments, diversification of economic models, selfmanagement approaches and collaborative urbanism procedures. These strategies were informed by his previous European Marie Curie Postdoctoral and applied research background on urban regeneration projects and territorial governance policies in similar European contexts. There is little literature linking on landscape recovery through voids reactivation at Euro-Mediterranean coastline, and is the first time that a research at a European Scale was focusing on the recycling of degradation 5 produced by uncontrolled growth of real estate developments .

Methodological Approach Managing the complexity of this research means to combine the knowledge and expertise from a number of different disciplines. For this it was useful to utilize state-of-the-art knowledge methods and techniques, from recovery projects of degraded areas, Landscape and Eco-Urbanism instruments, environment sciences, economic geography and urban sociology. We have tested a suite of hypotheses founded on scenario perspectives, urbanization trends and processes of the Mediterranean coastline urban Ecology. a) A comparative and analytic research has been developed through Fieldworks on several Case Studies along the Euro-Mediterranean coastline, in collaboration with local and regional institutions. Each Case was focused on a specific aspect of the research: 1. Marbella (Malaga): Relationship between unfinished developments with urban density, tourism, resilience, and illegal licenses procedures, in collaboration with City Council. 2. Northern area of Almeria: Abandoned developments in low density protected landscapes, and potentialities of mining post-industrial voids as a future Cultural Landscape. 3. Barcelona: Formal and informal activation processes in urban abandoned landscapes, in collaboration with the School of Architecture of Barcelona ETSAB-UPC, Catalonia Institute of Architects, and Barcelona City Council. 4. Rome: The role of heritage in urban abandonment processes during economic crisis, with the support of Roma Tre and La Sapienza Universities, and Roma City Council. 5. Metropolitan area of Marseille: Interaction between urban voids and environmental resources, in collaboration with urban department of l’Ecole Nationale Superieure d’Architecture de Marseille. 6. Croatia: Reactivation strategies of abandoned industrial infrastructures from the former communist era along the coastline, with prof. Prof. Robert Plejic (school of architecture of Split) and the Department of Urban Planning of the University of Zagreb (Croatia). A report was developed for each fieldwork, and subsequently will be converted in journal articles, conference papers and in a chapter of the final publication of this research. b) An integrated framework for comparing previous recovery projects and governance experiences on urban voids and degraded territories has helped us to identify the project strategies lines to be followed. A scalesensitive research method linked micro and macro-studies, as well as analyses from different levels of complexity: multi-level management of arrangements and institutions role, at different scales, in favoring horizontal networks of communication between territorial actors. Previous European research projects were references for our work, as Shrinking Cities International Research 6 Project (Germany) , Stalker group urban social activism and collaborative research (Italy)7 and Spatial Agency European Project Sheffield University (UK)8. Successful governance processes were also investigated, as Hackney 10 Wick at London East End (UK)9 and Stalled Spaces program of Glasgow Council (UK) . Large scale landscape 11 recovery projects were also studied, as the interventions in American post-Fordist shrinking cities of Detroit and Philadelfia, Post industrial interventions of OMA in Mélon-Sénart and Zollverein, and the works of Peter Latz and Florian Beigel in German reunification landscapes12. c) Landscape13 and Ecology Urbanism14 have provided useful instruments to understand and explore the adequate intervention systems and economic reactivation strategies for these abandoned areas, through the 6

With a multidisciplinary approach, these emergent study fields conceived the urban fabric and landscapes-in-between as organic processes that constantly change and evolve, therefore requiring flexible and adaptable mechanisms and design to emerge, configure and re-configure the existing and future urban environments. d) A proposal phase was developed through Territorial Foresight and Feasibility Reports, as effective tools for questioning the ongoing planning processes from environmental perspectives and appropriate approaches for strategic thinking about the future of selected case studies. The proposals were also informed by research on innovative high-level governance mechanisms. For that purpose, we have defined the resilience potentialities of studied abandoned areas as turning points for the adequate selection of reactivation, reintegration into nature or selective demolition procedures. As an applied research, we have worked on preliminary reactivation projects for Poble Nou degraded industrial area in Barcelona, in collaboration with Barcelona Council and Neighborhood association, and in protected and abandoned Archeological park of Centocelle in Rome, with La Sapienza University and Rome Council. Preliminary proposals and innovative programs of uses were also developed through International Workshops with European Universities concerned with post-crisis urban regeneration of abandoned areas, as Cardiff University (WSA), Polytechnic University of Catalonia (ETSAB), Roma Tre and Reggio Calabria Universities. Together with our students of WSA MArch, we are making a research on resilience potentialities and recovery strategies for the Coal industry abandoned buildings of Cardiff Bay, focusing of the 1880s Coal Exchange Victorian Building. Achieved Research Outcomes a) The research has provided an understanding of instruments and methods for sustainable landscape recovery for urban planning offices and municipalities along the Euro-Mediterranean coastline, through institutional cooperation landscape and urban planning management, as well as transnational planning from interdisciplinary viewpoints. For this purpose, a final publication of this research was conducted: The Good Practices Guidelines for recovery strategies of abandoned developments at the Euro-Mediterranean coastline. b) A Euro-Mediterranean network on post-crisis landscape recovery strategies was built among the most prestigious Urban Planning University Departments of Euro-Mediterranean coastline regions. In Spain, a close collaboration was developed with Prof. Eduard Bru, School of Architecture of Barcelona (ETSAB-UPC), Cercle Research Group Director and Mies Van der Rohe Chair of Mediterranean Cities. In Italy, the school of architecture of Roma Tre participates in the network, with Prof.ssa. Elisabetta Pallottino (Head of School) and Stalker Group (Profs. Francesco Careri and Lorenzo Romito). The University of La Sapienza of Rome is represented by Profs. Gianni Celestini, Antonino Saggio and Recycle Italy Research Group with Prof. Francesca Castelli. Mediterranean University of Reggio-Calabria is involved, with Prof.ssa. Laura Thermes (Italy), as well as ENSA Marseille (France) and the Schools of architecture of Split and Zagreb (Croatia). In the UK, the Welsh School of Architecture also participates in this network, with Prof. Juliet Davis, MSc in Cambridge University and Lecturer in London School of Economics (LSE). c) This research has also allowed Dr. Federico Wulff to strengthen his capacities for secure supplementary funding at European level through the FP7-People Program, in order to commercialize the research results and set Fellowships for pre and postdoctoral Euro-Mediterranean Landscape Urbanism (EMLU) researchers of his team. This previous experience allowed him to apply for future research funding for the established EuroMediterranean network, within the EU Horizon 2020 program.

d) In addition, this research has also the ambition of influencing the authorities of the south side of the Mediterranean, particularly in Morocco, where at the present a similar process of unsustainable touristic urban development is developed. Contribution to European excellence and competitiveness regarding the expected research results One of the important challenges of this research has been the implementation of the results in different administrative and institutional contexts of Mediterranean European Regions. The developed research Know How and the Euro-Mediterranean network could improve the mutual cooperation reinforcement between Polytechnic University of Catalonia and other involved European universities, Regional and Local Institutions, as well as private Sector stakeholders, with the support of network instruments provided by European Research Area. This research is included within the framework of European Spatial Planning, an emerging concept that follows the acknowledgement of the EU involvement in Landscape and urban matters. The European Spatial Planning established in the making and application of the European Spatial Development Perspective (ESDP), undoubtedly the most significant evidence of a new deal for Landscape and urban planning throughout Europe.
