ASEAN NCAP: ASEAN Road Safety At A Glance

ASEAN NCAP = ASEAN Road Safety 1971 – ZOPFAN; 2011 – ASEAN NCAP [Malaysia Initiative for SEA Region] ASEAN NCAP = Modern day’s sustainability in transportation

SOCIO ECONOMIC DISPARITY BETWEEN COUNTRIES SOUTHEAST ASIA – MOTORCYCLE DOMINANT REGION GROWING CARS POPULATION

2011 2.4 Mil. 2018 4.7 Mil.

Today: 44 CARS per 1,000 POPULATION

ACTIVITY #2: Encourage Implementation of New Car Assessment Programs in All World Regions to Increase the Availability of Consumer Information about the Safety Performance of Motor Vehicle

T.I.M.E.L.I.N.E 2007 – Inception of MIROS The Idea to Have Automobile Safety Rating with Interim Name “Malaysian NCAP” – MyNCAP.

2008 – Effort for MyNCAP Started Inception of a Dedicated Unit for Realizing MyNCAP – Crash Safety Engineering Unit (CRASE), under the Vehicle Safety & Biomechanics Research Centre (VSB).

Planning and benchmarking activities. Looking at feasibility to build ASEAN’s first crash testing facility.

2009 – “Soft landing” Program - MyVAP Malaysian Vehicle Assessment Program (MyVAP) as an introductory to mainly OEMs for the upcoming NCAP in Malaysia; Used secondary data to evaluate safety level.

T.I.M.E.L.I.N.E 2010 – Outdoor Crash Test Motorcycle Crash Test: Non-instrumented Dummy ; Gravity propelled method. First Passenger Car Crash Test: Car vs. Trailer; Low speed test.

2011 – Outdoor Crash Test Car-2-Car Crash Test: 40% offset frontal test. MATD Crash Test: Specialized dummy for motorcycle test used.

First Meeting: MyNCAP to become REGIONAL >> ASEAN NCAP

2012 – ASEAN NCAP & Crash Lab Breaking Ground for MIROS PC3 Project >> The Crash Lab

T.I.M.E.L.I.N.E 2012 – ASEAN NCAP & Crash Lab Automotive Safety Week (ASW) Southeast Asia in Melaka in conjunction with Global NCAP Annual Meeting (Inaugural) First NCAP Test @ MIROS PC3 Crash Lab witnessed by HH Prince Michael of Kent (FIA Foundation) Phase I : ASEAN NCAP Test

2013 – ASEAN NCAP Results Phase I : ASEAN NCAP Open Day & Results Published Phase II : ASEAN NCAP Test Phase II : ASEAN NCAP Open Day & Results Published Phase III : ASEAN NCAP Test

Why rating for automobile safety?

CHALLENGES TO ASEAN = MALAYSIA

“many fatalities occur not because of driver error but because of driver error combined with a negligent designed road system and a

politically acceptable but technically substandard vehicle. Most of us would not condone a legal system which handed out the death penalty (or permanent disability) for “crimes” such as the misjudging of the camber of the road or driving when slightly drowsy, so we should not accept a politically determined traffic system which metes out such penalties”

Conclusion & Challenges

1. Test Requirement > Expansion of Test Spectrum & Adoption of Domestic Values

2. Variation in Industry & Vehicle Regulations >> 10 ASEAN Countries  3-5-2 Formation  Brunei:Singapore

Malaysia:Thailand:Philippines:Vietnam:Indonesia Laos:Myanmar:Cambodia

3-5-2: ASEAN NCAP Road Safety Overview

3. Budgetary Constraint – ASEAN Wide Coverage  Currently supported by MIROS & Global NCAP
