This paper refers to a critical review of the Quebec Charter of Values (Charte) project, from a point of view of liberals theories that have been discusing about the multicultualism and its justification as a state policy. In first place, it will be reviewed its justification according to some authors from liberal tradition that had defended the group-specific rights such as Charles Taylor, Bhikhu Parekh and Will Kymlicka, and will be confronted with diametrically opposed literature such as Brian Barry or Giovanni Sartori. In this way, it will be said, the position that propose the equality in the neutrality, the privatization of the difference or the benign neglect of the state power in front of the different groups fall into forgetfulness – or in defect underestimate-the origin harm, and for that they incur in a discrimination that is more harmful-not only for the specific groups, but to the whole society-than the group-specific rights.
