The Centro Noramericano de Evaluación y Seguimiento Ciudadano de Actores Públicos (CENESCAP): A proposal. By Dr. Xavier Gamboa Villafranca December 12, 2008 Social demand for launching and operation of SIMOLE (Sistema de Monitoreo de Legisladores): the COCIQROO and Quintana Roo’s Congress authorities. As of November 17, 2006 COCIQROO (Comité Ciudadano Quintanarooense) held a general meeting of its members. Launching of the Sistema de Monitoreo de los Legisladores (SIMOLE), was unanimously approved. Its purpose: to assure that the vote of senators and legislators (of federal and state congress), of political parties integrated to the Frente Amplio Progresista, would always be in the sense that their electors mandated or ordered. Attached is the first version of a document that was to be sent to the legislators of theCongress of Quintana Roo, due to the fact that only 2 of the 25 involved voted against the reestructuring of the state government’s public debt. Later (November 28th) a second version was presented but, as of December the 7th had not yet been approved by the general assembly of COCIQROO. Abstract: At the Center for the Study of Junctural, Predictive and Prospective Problems (CEPROS)1, a group of researchers is struggling to construct a program that would allow citizens to monitor the actions of Mexican private sector leaders, legislators & public servants: Programa de Evaluación y Alerta Ciudadana sobre Actores Públicos, PEACAP (Citizen Assessment and Awareness of Public Actors Program, CAANAPAP). Both in Canada and the United States, faculty members of diverse prestigous universities and centers are undertaking similar tasks. His elementary and high school education took place, respectively, at the American School Foundation of Monterrey and at the Technological Institute of Higher Education of Monterrey (ITESM). The National Autonomous Univesity of Mexico (UNAM) has granted him three academic degrees: Bachelor's Degree in Sociology (1975); Masters Degree in Latin American Studies (1977); and Doctoral Degree in Socology (1979). He also has a Specialty Diplomma in Technology Administration (1981), earned from the Center of Research and Advances Studies of the National Politechnical Institute of Mexico (CINVESTAV-IPN). He has been coordinator of applied social science studies at the lower basin of the Panuco River (Ministry of Hydraulic Resources), Academic Secretary of the Center of Political Studies (School of Political and Social Science, UNAM); Director of Social and Economic Studies (Reserarch Center of Quintana Roo, CIQROO), Vicedirector of technological liason with entities of the social sector of the mexican economy (National Council of Science and Technology, CONACyT), and Dean of the Department of Sociology (School of Political and Social Science, FCPySUNAM). At the Center for the Study of Junctural, Predictive and Prospective Problemas (CEPROS, AC), he has without interruption held the honorary office of President of the Board of Directors, since the creation of this Center in 1981. As of Febrary 1, 2000 Doctor Gamboa is a member of the faculty of the University of Quintana Roo, at Chetumal, where he conducts several research and higher educatio projects oriented to the south-southeast Mexican region, as well as to the Caribbean basin and the Gulf of Mexico. He has been full-time professor of the National Politechnical Institute (IPN) from March 1979 to January 2000. During the first three years of this period, he was Coordinator of the MSc Program of Administration with Specialty in Decision Analysis (UPIICSA-IPN), Coordinator of community and social services in the region of influence of the Interdisciplinary Center of Health Sciences (CICS), and researcher at the Division for the Coordination of Regional Development Centers, of the Direction of Graduate Studies and Research (DGI). During 1984-1996, he worked for the Academic Secretariat of the Institute, as professsor and researcher at the MSc Programme of Scientific Methodology. From January 1997 to January 2000, he has been a member of the faculty of the Superior School of Commerce and Administration at Santo Tomás, (ESCA ST), where he teaches at the Doctoral Pogramme in Administrative Sciences, as well as in the M Sc programes in Business Administration and in Public Administration. During 1998, he was the

leader of the incubation phase of the Research System of the School of Commerce and Administration Project (SIESCA). From 1993 to 1997 he was a member of the Committe of Peers for the Evaluation of Institutional Administration, one of the Interinstitutional Committees for Higher Educational Assessment (CIEES). He was directly in charge of the evaluation of 18 Mexican uiversities and tchnological institutions, specifically of their coordination and entrepreneurial liason function. During 1996 he was speaker of the Peer Committe in Social Science and Administration (COCSA, also a CIEES committee), where he coordinated the assessment process of 43 higher education programs in this field. He has personally conducted 206 research projects that have successfully concluded, mainly in the fields of specific methodologies for technological innovation, organizational change in higher educacion, political future studies, integral rural development, social change and environmental social rescue/strengthening. His research and professoral activities have allowed him to be the author, covering punctual aspects in the mentioned fields, of 57 articles published in peer selection journals, 6 scientific books and 39 instructional contents for higher education programs at the graduate and postgraduate levels. The scientific work of Doctor Xavier Gamboa has been widely recognized in his reference groups. He has twice been a member of the jury of the National Award of Arts and Sciences –in the field of social sciences and humanities-, first in 1992 and then in 1993. He was appopinted National Investigator, Level I, during the 19841993 decade. Diverse international and Mexican scientific associations hold him as a member: New York Academy of Sciences, American Association for the Advancement of Science, World Futures Society, Sociological Academy of Mexico, Mexican Society of Postgraduates and Researchers, Politechnical Academy for the Development of Competences in Applied Scientific Research, and the Austalian Network of Higher Education Management Research. He serves as General Coordinator of the North American Network of Consumers of Higher Education Services Project (RENACSES), and of the Interinstitutional System for Scientific Monitoring of Public Opinion Project (SIMCOP).
