We are convinced that this scope -students and other social actors, as CONSUMERS of academic services (bachellor, MSC and PhD programs, research, consulting, etc)- will help the bettering of quality in Latin American higher education institutions and, therefore, as a means for adquate managing of conflict prevention on the matter.. In the U.S. there is a great deal of talk about assessment but very little actual assessment, especially of the kind which would result in changing classroom practices based on systematic feedback from students (customers). What we have to offer is a program of community-based conflict resolution with a 160 hour program of third Party Neutral training delivered in four one-week sessions. We also have a series of two-day seminars on community-based conflict resolution, deep-rooted conflict, reconciliation and intervention. TPN 1 - Becoming a Third Party Neutral is our flagship training program. It is an experiential program that most people find transformative. It introduces practical skills in conflict resolution and group process which some people start using at home even before the week is up. It has worked well in Rwanda (400 trained), Bosnia and Austria. We do have a draft Spanish translation and are looking for the right person or group to begin using it in a Latin context. We are working on an M.A. program in conflict resolution here in Ottawa and are establishing a Centre for the Resolution and Prevention of Conflict at the University of Rwanda. As far as Europe is concerned, I have never heard of any consumer movement which would bring together the clients of knowledge providers. It seems an interesting idea but it presupposes a kind of commercial approach to higher education that does not really exist in most European countries where universities are State run public agencies - where the quality of the provision is the main criterion of knowledge supply: the demand is supposed to adapt to that offer rather than shape it - even if everywhere there are talks about relevance and social accountability. Consequently, the knowldege users are organised as student organisations,

workers unions or employers confederations – along traditional lines corresponding to social roles in the community rather than to knowledge quality as such. With non-traditional models of higher education, however, the context for a more consumer oriented system could be developing. And, in Europe, the largest "non-traditional" higher education provider is certainly the Open University in the UK - or some of its sister organisations, other distance learning organisations that are clubbing in one association, the European Association of Distance teaching Universities (EADTU) based in Heerlen, the Netherlands, at the Dutch Open Universiteit. So, you could perhaps get in touch with John Brennan, QSC, at the Open University , 344-354 Grays Inn Road, London WC1X 8P, the e-mail being : [email protected]. He is doing research on the impact of the OU and perhaps would have some ideas about exists - or not - in the line of what you are trying to create. I would also suggest the United States Student Association, whose web site is: http://www.essential.org/ussa/ I think if we wanted to contact "consumers" of higher education, we would look not only to students, but also -- or perhaps primarily--to business and industry, as well as schools and government agencies, who "consume" or use the "products" of higher education. In the U.S., most of the pressure to improve quality has come from within higher education (e.g. from accrediting bodies, which in the U.S. are run by the institutions) and from government and the private sector, rather than directly from students, except in specific situations where a group of students might have a particular issue about a teacher or a program.
